Prime Minister Sanae Takaichi has instructed the Minister of Justice to begin considering legal reform (amendments to the Anti-Prostitution Act) to punish the "customers" of prostitution. To date, no Japanese prime minister has issued such a directive.

Although the pretext is "protecting Japanese women," the actual purpose is to make it possible to punish Chinese tourists. Opinions are divided in Japan.

So, even now, in 2025, why is "prostitution" (customers, ) not punishable under criminal law in Japan, a supposedly "developed country"?

In Japan, the person who sells "springtime" (females), the person who provides the venue, and the person who receives the money (the mediator) are punished. However, the man who buys "springtime" is not punished (buying is legal).

Furthermore, "soaplands" (formerly called "Turkish baths" in Japan, but the name was changed after strong protests from the Turkish government) can be found all over Japan. Soaplands are essentially brothels, but nominally (legally) they are treated as public baths (Sentō). Legally, they are defined as "places to bathe with young, cute girls."

Simply taking a bath (with a cute, naked girl) is not a crime. Even if a man is bathing with a naked girl and happens to develop romantic feelings for the girl in front of him, and as a result engages in sexual activity with the girl he has fallen in love with, this is an individual's "freedom of love" and a "private" act, and the state cannot interfere. The state cannot infringe on an individual's "freedom of love".

In short, since he simply happened to develop a romantic relationship with a girl while bathing with her, it does not constitute "prostitution" and is legal.

This is Japan's "soaplands." This is the typical Japanese-style "logic."

Kabukichō, Yoshiwara, and Kitaikebukuro are famous entertainment districts.

In the 1980s, "prostitution tours" to various Asian countries were conducted semi-openly in Japan and were a huge success. Japanese men traveled everywhere, including Thailand, the Philippines, and South Korea, to "buy Spring." In Southeast Asia, the entire economy was supported by the prostitution business targeting Japanese people().

With their crazy, monkey-like sexual behavior, Japanese men caused countless troubles throughout Asia. Such news was frequently reported on television. Male Japanese macaques have an incredible sexual appetite.

But, now, the positions have reversed. Japan is now the "importer" of "men who buy Spring." China (the mainland) is the "exporter."

Even when the communist dictatorship issues orders such as "Don't go to Japan. Don't spend money in Japan," it seems unable to curb their robust sexual appetites.

In Asia, the strong images of Japan are "Geisha and Fujiyama," and Thailand are "coup d'état and prostitution."

In Europe, the Netherlands is well known (where prostitution is legal).

The Chinese who come to Japan are the wealthy Chinese, and they will go on a shopping spree (Bakugai) of just about anything. They even go on a shopping spree, claiming that tower apartments in Tokyo worth hundreds of millions of yen are cheap.

With the same momentum, they are also going on a shopping spree with ♀.

 I generally welcome Chinese "investment".

I wonder if Japan will also go down the path of becoming a prostitution-based nation.

Osaka

The weak yen is increasing the number of Chinese tourists seeking sex services. The sad reality of Japan as a prostitution tourism powerhouse.

Osaka's Minami entertainment district. A large number of Chinese tourists and other inbound visitors are passing through. = Chuo Ward, Osaka City

A sex shop in Osaka was raided for forcing Japanese women to engage in prostitution for inbound tourists (visitors to Japan) and Chinese residents in Japan. More than a dozen Japanese women are believed to have been working there. Similar shops were also raided in Tokyo. The number of foreigners visiting Kabukicho, a popular entertainment district, for sex work is increasing. This issue has been covered by international media. Loopholes in domestic regulations have also been pointed out as a factor behind the rampant prostitution targeting foreigners.

[At a Glance] The Situation Surrounding Prostitution at a Delivery Health Service for Chinese Women

■ Even at Private Lodgings...

"One of the largest delivery health services for Chinese women in the Kansai region." A sex entertainment establishment in Osaka City advertised this phrase on its recruitment website. Between September and October, the Osaka Prefectural Police arrested the manager, a 33-year-old Chinese man, on suspicion of violating the Anti-Prostitution Act. The Osaka District Public Prosecutors Office indicted him on the same charges.

According to investigators, the establishment employed several dozen Japanese women. On its website, the establishment classified women into four ranks, from "A" to "SSS," advertising the highest rate at 40,000 yen for two hours.

The women waited in a room in a building in Minami and were dispatched to hotels or the clients' homes, sometimes even to private lodgings. Word of mouth among Chinese customers spread about the establishment.

The Osaka Prefectural Police also arrested an unemployed man (40) on suspicion of violating the Employment Security Act for introducing women to work at the establishment. The man recruited women through social media and received referral fees (scouting kickbacks) from the establishments.

■ "An issue that calls into question the country's dignity"

Prostitution targeting inbound tourists has also been discovered in Tokyo's Kabukicho district. In February of this year, the Tokyo Metropolitan Police Department arrested the owners of a men's beauty salon on suspicion of violating the Anti-Prostitution Act by providing a prostitution venue for visitors to Japan. They were soliciting customers in foreign languages around the salon. Foreign banknotes from 16 countries, including China, India, and Argentina, were seized from the suspects.

Around Okubo Park in Kabukicho, there has been a problem with "tachinbo" (standing prostitutes) who stand on the street and wait for customers for prostitution. Some women primarily cater to foreigners.

A Hong Kong newspaper reported on this situation in Tokyo under the headline, "Asia's New Sex Tourism City?"

The Japanese Diet also raised concerns, stating, "Japanese women are more likely to be sexually assaulted when they travel abroad. This issue calls into question the dignity of Japan as a nation."

Prostitution targeting foreigners is driven by not only the perceived affordability of the weak yen, but also the fact that foreign clients are less likely to be prosecuted by Japanese police. Furthermore, differences in legal regulations between Japan and other countries also play a role.

Japan's Anti-Prostitution Law punishes solicitation, stalking, and brokering by prostitutes, but does not provide for punishment of clients. If the client is a minor, they are subject to charges such as violations of the Child Prostitution and Pornography Prohibition Act, but adults are not subject to such restrictions.

■ Concerns about becoming a supplier of the sex industry

According to a Meiji University professor specializing in Chinese law, establishments offering sexual services are not officially permitted to operate in China. There is not even a legal category called "sex entertainment establishments" in China. If a sex establishment is discovered in China, not only the operators but also the clients can be subject to arbitrary crackdowns. The professor expressed concern, saying, "With the yen weakening, many people are keen to travel abroad and enjoy the sense of freedom. Japan has the potential to become a supplier of sex businesses, not just to Chinese people."

China is not the only country regulating the customers. In 2016, France also passed a bill banning prostitution that punishes customers.

This issue was also discussed at the November 2025 House of Representatives Budget Committee. On November 11, Prime Minister Sanae Takaichi stated, "I have instructed the Minister of Justice to conduct necessary consideration regarding the form of regulation" regarding the legal regulation of prostitution. At a press conference on November 14, the Minister of Justice stated, "We will conduct necessary consideration in light of recent social conditions."

Two suspects, ages 21 and 20, were arrested for allegedly throwing a 20-year-old man into the sea and killing him on a pier in Yaizu City in the early hours of May 15, 2024.

The deceased man had come to celebrate a friend's birthday with classmates and people he met on social media.

Police are currently investigating the details of the incident.

Suspects Masateru Matsuura (20) from Yaizu City and Kento Hayashi (21) from Fujieda City are both demolition workers. The two men were arrested by police on the evening of the 15th on suspicion of causing death by injury after they threw a 20-year-old man (a friend) from Shizuoka City into the sea at around midnight on the 15th from the pier of Iwashigashima in Yaizu City, resulting in his death.

Police sent the two men to the prosecutor's office on the 16th.

According to police, the deceased man was part of a group of about a dozen boys and girls aged between 17 and 21 who had come to celebrate a friend's birthday. Among them were high school classmates, people they had met on social media, and some strangers.

When questioned by police, the two men initially explained that the deceased man had fallen on his own accord. However, they later admitted to their involvement in the incident.

The deceased man was found submerged at the bottom of the sea with his clothes still on.

Police are currently investigating the details of the incident.

[Man at the scene: Testifies about the situation at the time]

A 21-year-old man from Fujieda City, who was with the man at the time of the incident, testified about the situation at the time.

According to the man, around 11:30 PM on the 14th, about 10 people who had met through social media and acquaintances gathered near the cliff where the incident occurred to celebrate a friend's birthday. They were playing around by throwing eggs and throwing ketchup at each other.

Regarding the situation at the time, the man said, "I was talking with someone when I returned to the parking lot and heard a big splash, so I went toward the ocean to see what was going on. I saw three people, including the deceased man, in the water, having fun. One of the men's expressions changed rapidly, and he started saying things like, 'It's dangerous!' and 'Help me!' So we tried to help him, but he was in the water and wearing his clothes, so we couldn't save him."

The man then told his friend to call the fire department. Firefighters performed a rescue operation and the man was found. However, the man was confirmed dead at the hospital where he was taken.

According to the man, the deceased man was unable to swim. "I don't think he would have gone into the water on his own. I thought someone had done it. I think he probably did it impulsively at first, but the fun atmosphere escalated and something like this happened. I'm filled with remorse, regret, and sadness."

Egging in Japan …Part Ⅵ 〜〜Egging attacks during the COVID-19 pandemic: Onslaught on the homeless by elite university students

【Baseball】 Someone poured kerosene on the Ichiro Memorial Hall and threw instant noodles and raw eggs at it...the perpetrator said, "I wanted to make a mess."

1: 2020/04/15 (Wed) 08:33:44

Since the end of last year, the Ichiro Memorial Hall "I-Fine," located in Toyoyama Town, Aichi Prefecture, the hometown of former Major League Baseball player Ichiro (46), has been the target of repeated incidents, including kerosene being poured on the area and raw eggs being thrown at it. The Aichi Prefectural Police and Nishibiwajima Police Station arrested an unemployed man (48) from Minami Ward, Nagoya, on suspicion of property damage in connection with the incidents. The arrest took place on March 25, 2020.

According to police, the man is suspected of pouring kerosene on the mat at the entrance to the museum and throwing instant noodles and raw eggs at it at around 1:45 AM on December 8, 2019, and at around 11:40 PM on March 18 this year, defacing it.

The man has admitted to the charges, saying he "wanted to deface the museum."

The museum's representative, Ichiro's father, Suzuki Nobuyuki (77), filed a report of the incident with police.

Security cameras at the museum captured footage of the man pouring liquid from what appeared to be a plastic container and throwing eggs. The man is said to have never met Ichiro or Nobuyuki.

The museum opened in November 2000 and displays memorabilia related to Ichiro, including his baseball equipment.

Nobuyuki said in an interview, "I'm glad the incidents have stopped. I'll be watching closely to see how the investigation progresses."

On May 15, 2020, the mayors of Minamata City, Kumamoto Prefecture, and Izumi City, Kagoshima Prefecture, which are located on the border between Kumamoto and Kagoshima Prefectures, where the state of emergency due to the spread of COVID-19 has now been lifted, issued a joint message. The background to this is said to be the tense atmosphere surrounding COVID-19 and the insensitive behavior of some Japanese people.

The messages from the mayors of Minamata and Izumi emphasized, "While we are still being asked to refrain from non-essential travel across prefectural borders (even after the state of emergency is lifted), we understand that this does not mean we are being asked to refrain from activities that are essential to our lives, such as commuting to work or school, or shopping, which are essential for daily life." They called for unity among the citizens of both cities, saying, "As fellow residents of the same community, we can overcome this difficult situation by understanding, cooperating, and joining hands."

Many residents regularly cross the prefectural border between the two cities for commuting to work or school, or shopping. As of that date, there have been no confirmed cases of COVID-19 in either city.

However, according to Minamata city, earlier this month, before the state of emergency was lifted, they received information that "eggs were thrown at a car with Kumamoto license plates in the parking lot of a supermarket in Izumi city." A senior official in Minamata city told the Asahi Shimbun, "I heard that a shopper from Minamata was told by another customer at a (different) supermarket in Izumi city, 'People from Minamata, shop in Minamata city!' There are fewer infections in Kagoshima prefecture than in Kumamoto prefecture, so I think there is a difference in attitude."

"We want to overcome this together, hand in hand, without being divided by the prefectural border," said the official, explaining the significance of the message.

Both cities posted the message on their websites the same day.

It has been revealed that a male student enrolled at Kobe University threw a raw egg at a homeless person's face and posted the footage on Instagram.

The student has received a job offer from Panasonic, a major electronics manufacturer. A photo of what appears to be the student's job offer ceremony was also posted on Instagram.

After news of the violent incident spread online, including on 5channel (formerly 2channel), the male student quit Instagram.

All data appeared to have been deleted, but videos, photos, screenshots, and other data were saved by other users as "evidence" and posted online.

A male student at Kobe University wrote the following in the description of a video he posted on Instagram: "A 'scream' worthy of a boss to a scumbag sleeping in the middle of the night in a big city! He took a running start and threw a raw egg with all his might, hitting the homeless person directly in the face (mouth)! Blood was coming out of the homeless person's mouth! Incidentally, the homeless person didn't wake up!"

【Kumamoto】 A Kumamoto resident threw a raw egg, saying, "Don't bring coronavirus from outside the prefecture!"

Egg-throwing perpetrator. "Don't bring COVID here!" Excessive vigilance leads to discrimination.

2020/6/23 11:00 (JST)

"Don't bring COVID here from outside the prefecture!"

A raw egg was hurled at him, accompanied by an angry shout, and shattered against the rear window of a car.

A 52-year-old office worker from Tosu City, Saga Prefecture, still recalls the scene.

The man, originally from Mifune Town, was returning from a family funeral in mid-May 2020 after stopping at a convenience store in Yamaga City and was returning to his parked car with Saga license plates.

The attacker was an elderly man on a bicycle. His wife and the man, who were inside the car, were stunned by fear and shock. "We tried to call the police, but were too scared to do so. We quickly left, not wanting to be victimized any further."

Sudden, one-sided hostility in our hometown of Kumamoto.

The victim recalled, "I was upset that they attacked us without even checking why we came from outside the prefecture."

【The infamous self-restraint police】 Why do the self-restraint police throw eggs at ordinary people but remain silent about nightclub owners (The YAKUZA)?

Inquiries about discrimination and human rights violations related to the coronavirus are continuing to come in from within Kumamoto Prefecture.

In many cases, strong vigilance against infection is a contributing factor, and government agencies responding to the situation are urging people to "base their words and actions on solid evidence and facts."

A woman in her 20s from Kumamoto City was refused treatment at an osteopathic clinic in the city in May 2020, after being mistaken for a patient living in Tokyo.

The woman was job-hunting. Her grandmother, who came with her, said, "My granddaughter has an interview in Tokyo..." When several employees heard this and started talking in the back, they told the woman, "We can't treat people from Tokyo!"

Unable to contain her frustration and sadness, the woman left the clinic without receiving treatment.

She responded calmly, thinking, "They were probably overreacting because of their growing fear and suspicion of the coronavirus."

As of the 22nd, the Human Rights and Dowa Policy Division of public institutions in the prefecture had received 32 consultations regarding discrimination. In Kumamoto City, a total of 10 cases were reported to the Kumamoto City Human Rights Policy Division, Kumamoto City Public Health Center, and Kumamoto City Board of Education.

Furthermore, discrimination complaints have been received by the Kumamoto District Legal Affairs Bureau and other organizations.

A woman who was refused treatment expressed her hope that "people, including those who overreact, will be able to understand the feelings of victims."

◆Listening to the Voices of Those Involved

An associate professor of sociology at Kumamoto Gakuen University said:

Regarding COVID-19 discrimination, anxiety and fear about the invisible virus are leading to excessive vigilance toward visible infected people.

The actions of the "self-restraint police" (Note: These are not actual police officers, but ordinary civilians, most of whom are unemployed elderly people at the bottom of society who are harboring frustration and feelings of inferiority. They are a group formed arbitrarily to thoroughly monitor neighbors and enforce self-restraint, calling themselves the "self-restraint police." They have no official character whatsoever.) are motivated by a distorted sentiment that "I will not tolerate people who engage in risk-increasing behavior while I am self-restraining!"

In Japan in particular, there is strong pressure to conform and mutual surveillance.

If even medical workers and people engaged in economic activity are oppressed, the risk to society as a whole will increase.

Imagining such a situation would require tolerance, but in reality, it is not easy to ask people to be tolerant of those around them.

On November 12, 2021, the Kanagawa Prefectural Police Yokosuka Station and the Prefectural Police Juvenile Investigation Division referred six men and women aged 14 to 21 from Yokosuka City and Kanagawa Ward, Yokohama City, to the Yokosuka Branch of the Yokohama District Public Prosecutors Office on charges of intimidation, obstruction of business, and obstruction of public duties for throwing raw eggs at the police station building and a patrol car.

According to the announcement, the six men were traveling on mopeds in the early hours of August 7, 2021, when they threw one raw egg at the window of the Kinugasa Ekimae Police Box, which is part of the police station, and at the right rear door of a patrol car waiting at a traffic light on National Route 16 in Miharu-cho, Yokosuka City. They also threw eight raw eggs at the entrance to the police station, disrupting its operations and obstructing the performance of official duties.

The six men were friends. An unemployed man (21) from the same city had previously recounted a "heroic tale" of setting off a rocket firework at the police station and throwing raw eggs. Everyone got excited and ended up buying raw eggs at a supermarket near the police box.

A 73-year-old man and another man, both working in the cleaning industry, were arrested for throwing raw eggs at a park toilet.

This is the scene of the crime. The eggs were splattered in a park toilet in Asakita Ward, Hiroshima City. Katsuhiko Yoshida and Noboru Fujimoto, both from Asaminami Ward, were arrested for throwing raw eggs on the floor and other surfaces.

Because of the crude method, one might think the perpetrators were young people, but both men are around 70 years old.

Furthermore, what's strange is their profession. They work in the cleaning industry, a job that should make them despise such acts of vandalism.

The crime scene involved four toilets in three parks.

The crimes are believed to have occurred between the 7th and 9th of last month.

The arrest was triggered by questioning another company responsible for cleaning the area. It was discovered that this other company had previously had trouble with Yoshida and others. Is this related to the trouble?

The two men are suspected of committing a total of 36 similar offenses. The police had been conducting a thorough investigation.

Yoshida has admitted to the charges.

On the other hand, Fujimoto said, "I will think about it carefully before I speak."

In Odawara City, Kanagawa Prefecture, a 65-year-old woman was arrested for attempting to kill a neighboring man by colliding her car with him after he tried to warn her about noise.

The woman arrested on suspicion of attempted murder is Tokuko Komatsu, a 65-year-old unemployed woman from Tajima, Odawara City.

According to the police, on August 17, 2017, shortly after 11 PM, Komatsu allegedly attempted to kill a 47-year-old male neighbor in the parking lot of her home by colliding her car with him and then driving with him on the hood of the car.

Since around June of this year, there had been numerous complaints from neighbors about the noise from Komatsu's home, including her television and wind chimes. On the 17th, when the man tried to warn her about the trouble with the neighbors, Komatsu, who had just returned home in her car, suddenly started the car.

The victimized man stated, "I have previously been doused with oil, had eggs thrown at me, and a can of mackerel in miso soup thrown at me by Komatsu. On the 17th, when I stood in front of her car, she suddenly started the car and hit me. I thought I would be run over and killed if I fell, so I clung to the car. She drove forward while looking at my face. This act was nothing but terror."

The victim sustained injuries to his arm and other parts of his body.

In response to police questioning, Komatsu denied the charges, stating, "I had no intention to kill." http://www.news24.jp/articles/2017/08/19/07370167.html?cx_recsclick=0

[Who is responsible?] A malicious prank involving throwing raw eggs, plates, and oranges from a high-rise apartment building has occurred in Musashi-Kosugi, a highly desirable neighborhood.

Raw eggs, plastic bottles, plates, and even oranges...

In the area around Musashi-Kosugi Station (Nakahara Ward, Kawasaki City), which is becoming increasingly popular due to its excellent access to the city center, various objects are falling from a high-rise apartment building, terrifying pedestrians and nearby residents.

The Nakahara Police Station of the Kanagawa Prefectural Police is investigating the incidents under the Minor Offenses Act (dropping dangerous objects). However, most of the cases remain unsolved.

What is happening now in this "dream town," which ranks among the top five in "livable city rankings"?

■Looking Up

On the sidewalk in front of the apartment building where falling objects have been repeatedly discovered, during the daytime on weekdays, mothers with babies, housewives going shopping, and office workers frequently pass by.

During the morning commute and school hours, it is overflowing with people and bustling with activity.

This apartment building is close to Musashi-Kosugi Station, which is served by the JR Yokosuka Line, JR Nambu Line, and Tokyu Toyoko Line. Nearly 50-story high-rise apartment buildings also line the surrounding area. It is extremely difficult for pedestrians to notice and avoid falling objects.

■Unstoppable Falling Objects

The first falling object was confirmed on September 24th of last year. It started with a plate falling, and on the 27th of the same month, a plastic bottle containing liquid fell.

According to the Nakahara Police Station, after a "bang" sound, fragments of the plastic bottle and a yellow liquid were found scattered on the ground. In October and November of the same year, a total of 30 raw eggs were thrown from another nearby apartment building, and one incident occurred where an egg hit a female pedestrian.

Through questioning in the surrounding area, a male student from Keio University, then 22 years old, who lived in the same apartment building, was identified as a suspect.  Since a raw egg fell right in front of the police officers who were staking out the building, he was referred to the public prosecutor's office in November for violating the Minor Offenses Act.

The university student confessed to the selfish motive of "being frustrated because my job hunting was unsuccessful." However, the investigation revealed that he was not involved in the other falling object incidents. The residents, who were initially relieved, continued to live in fear.

Since the beginning of this year, the situation has escalated further, as if mocking the residents' concerns.

On February 12, 2016, an alarm clock fell. On March 4 of the same year, a wire mesh from a pet cage fell. On March 12, an orange fell. These are believed to have fallen from the same apartment building from which plates and plastic bottles had previously fallen. There have been a total of five falling object incidents.

The Imari Police Station in Saga Prefecture arrested seven boys aged 17-18 from Imari City and Matsuura City, Nagasaki Prefecture, by December 24, 2016, on suspicion of obstructing official duties and property damage for making a false emergency call to dispatch a patrol car and then throwing eggs, tofu, and potatoes at the vehicle, damaging it.

[Saga] Four boys arrested for throwing eggs at police cars. Karatsu Police Station.

2017/08/17 (Thu) 10:20:33

The Karatsu Police Station re-arrested three boys—an 18-year-old part-time worker, a 16-year-old unemployed boy, and a 14-year-old junior high school student—all residents of Karatsu City, and arrested a 15-year-old unemployed boy on August 16, 2017, on suspicion of obstructing official duties.

The four are suspected of throwing eggs at two police cars on a national highway in Karatsu City around 4:05 AM and 4:30 AM on July 27, 2017.

The three who were re-arrested have admitted to the charges. The 15-year-old boy denies the charges, stating, "I was at the scene, but I didn't throw any eggs."

According to the police station, the police cars were conducting traffic enforcement against reckless driving, and it is believed that the four boys threw the eggs from the side of the national highway.
