Protesting the Takeshima Issue, South Korea Suspends Earthquake Donation Campaign, Returns the Islands, and Redirects Its Use.

On April 6, 2011, Goesan County, North Chungcheong Province, in central South Korea, announced that it had suspended its fundraising campaign to support victims of the Great East Japan Earthquake in protest of the approval of a junior high school textbook that explicitly stated, "Takeshima is Japanese territory." This marks the first time that Goesan County has suspended disaster relief fundraising activities over the Takeshima issue. Multiple South Korean media outlets reported this.
The county began accepting donations from county and village office employees on March 25, 2011, and collected approximately 4.5 million won (approximately 350,000 yen) from over 400 people. However, the county suspended donations on April 6, 2011, and returned all donations to each employee that afternoon.
County officials criticized Japan's territorial claims, saying, "The Japanese government should abandon its ambitions of aggression and apologize to the Korean people and history."
Of the 13 local governments in North Chungcheong Province, four, including Goesan County, conducted fundraising activities. Of these, Cheongwon County donated to the Red Cross as planned, stating that "the territorial issue and the earthquake are separate issues." The remaining two donated before the territorial issue arose.
In addition, Seoul's Geumcheon district has decided to redirect disaster donations collected from its employees to territorial protection projects. The district conducted a survey of its employees and plans to donate 70% of the total donations of approximately 12 million won (approximately 940,000 yen) to territorial protection projects, 20% to earthquake recovery support in Japan, and 10% to those in need in the country.
South Korean media reported that anti-Japanese sentiment is on the rise as the textbook issue has caused controversy, with local governments canceling fundraising campaigns.
